The Right to Information has, in fact, received judicial recognition as a part of the international rights to free speech and expression. The Supreme Court, for instance, had in a judgement in 1975 observed; in a government of responsibility like ours, where all the agents of the public must be responsible for their conduct, there can be but few secrets.
